an empire isn't always a moncarchy. 3 diffrent examples comes to mind: Modern Russia, it's huge! if they wanted, they could call themselves an empire again. 2: pre world war two america: They had an unofficial Pacific empire. 3: the 3rd reich, empire, but it was a dictatorship/ national socialist government.

... though empires still have monarchical connotations. You can not exactly compare Reich and empire, as, even though they mean the same, they have developed apart in English usage.

Now Empire ALWAYS implies a state ruled by an Emperor. If, in modern speech, you apply it to a huge and powerful state, it is always unofficial on the basis that the best known Empires were huge and mighty. After all, there are the Korean Empire -- the German Empire -- the Ethiopian Empire ...

true that emporer thing. Though Africa and Asia are usally ruled by emporers period, Europe usally uses the duchy-kingdom-empire basis.

Emperor originally has a religious connotation - HRE, China, Japan ... There is no place for that in European feudal systems. You can't have the mandate of heavens if you are someone's vassal.

Of course it is not ... but "empire" is classically used for monarchys. You wouldn't call the SPQR an empire before the Principate, would you?
